Abstract: The Constitution is at the forefront of the national legal system and has the highest legal effect. The implementation of constitutional governance is not only to visualise the values and objectives pursued by the Constitution, but also a powerful means to realise the national governance strategy. This paper discusses and analyses the constitution and constitutional governance, and comes up with some thoughts on the basis of the implementation of the constitution and constitutional governance.
